Monday, June 23, 2025 / Categories: News & Updates EVMD Board Meeting 6/19/2025 Recap This is an unofficial summary of the June 19, 2025 Regular Meeting of the Board of Directors of the EagleVail Metropolitan District produced by EVMD Communications staff. A draft of the minutes will be posted to the EVMD website once they are composed. Board members present: Hopkins, Barcza, Laughlin, Copeland and Rumford. Public Comment: Resident Led Gardner: Thanked the EVMD for the recent installation of the speed tables, saying they’re great and really effective, and hopes more go in. Wanted to follow up on his letter regarding a fix of the 9th tee box, and re-invited board members to come out and test his proposed new location. Resident John Donovan: EVPOA approved funding (up to $300) for bike parade starting at Holland Pond on July 4. Donovan made a personal request to ask the EVMD to match their grant. EVPOA wants to start up more community events again. Donovan also thanked the EVMD for a great start to the pickleball season. Town of Avon’s 3-Mile Plan & Annexation Update: Town of Avon Manager Eric Heil was unable to attend in person but provided the following update delivered by EVMD Manager Steven Barber: The Town of Avon hosted a meeting yesterday with representatives of the State Land Board along with representatives from Vail, Eagle County, Corum development, Sen. Roberts, Rep. Lukens and Dan Gibbs from Dept of Natural Resources. The consensus from the meeting is that State Land Board intends to proceed with annexation of ONLY Phase 1 and the river corridor in order to simplify issues and expedite proceeding with the first project. Phase I is approximately 4.5 acres I (Heil) expect that we would have a revised application by mid to late July, which would then go out for referral to various agencies, including Eagle-Vail. I (Heil) am expecting that public hearings by Avon PZC would occur in September and Council review and approval in October. This approach would include a “Master Plan” for the remainder of the property that would be tentatively approved by both State Land Board and the Town of Avon, but would not be annexed at this time. Actual timing, next steps and terms of development would be addressed after reviewing and approving Phase 1 of the annexation. I (Heil) think both State Land Board and Avon staff could be available to present the Phase 1 annexation at the next EV Board on July 17. Board discussion: Reminder of concerns about building heights; preservation of EVMD collection of sales tax at 1%. Hopkins suggested a letter in writing affirming an IGA and requesting that EVMD have representatives present at future such meetings as mentioned above. Communications Update: Exciting to see an uptick in community engagement with Board support of new, create ideas to bolster community communications; Held second Coffee Chat of the summer season with Copeland and Barber June 19 (great discussion and input; First Parks Master Plan Ice Cream Social held on June 5 at Coyote Park with nearly 30 attendees (next up is July 24 at West Park); Second annual Communications Survey is live and will be open through September; 10 kiosks have been installed throughout our parks for enhanced communications; Committee resurrection, meeting bi-annually, has resulted in ongoing feedback. EVMD Policies, Procedures & Rules of Conduct Update: Barber presented an update on policies, procedures and rules of conduct. The EagleVail Metropolitan District, a quasi-municipal government entity of the State of Colorado (“District”), was formed in February 1973. It is governed by an elected five-member Board of Directors (“Board”). The document, that each board member was asked to sign, is a manual of policies, procedures and rules of conduct for the Board of the District, and has been established pursuant to Board resolution, state law and/or precedents which have guided the District to this date. In addition to the matters addressed in the manual, each Director has an obligation to become familiar with and abide by the District By- Laws. Management Updates: Brent Barnum, Superintendent of Golf Courses & Parks, said the golf courses are fully open and the conditions are receiving great feedback. The team has been able to accomplish 80% of its capital items and projects scheduled for this year. To date, projects include: the construction of a new forward tee on hole 6, cart path improvements, tree removal on hole 6, tree removal at the Par 3 pump house, installation of new landscaping at the Pavilion and improved turf area at the pool, paving of the utility path on the east end, and added two additional AED units. New landscaping at the Pavilion Pond. Barcza asked about timing for 2026 capital project planning. Barber responded August when entering into budget season. Barber updates: The Vail Valley is in a Stage One fire restriction; community concerned with personal fireworks that occurred on June 18. Personal fireworks are prohibited under a Stage One fire restriction and will be communicated in e-blasts. Installed the 10 community kiosks. Requests for more have come in, especially on the community’s river side. East end Phase II – The contract with FNF has been executed. Planning to start construction on Aug. 25. Traffic calming – The installation of seven permanent speed tables in the community has been completed. The feedback has been very positive. Plan to install a temporary speed table at the west end of the community this summer to help determine whether permanent installations are necessary. Other upcoming projects scheduled for this summer include painting crosswalks and stop bars, repairing orange delineators along Eagle Road, and setting out the in-street cross walk signs. The Everkrisp Trail remains closed for the season and is scheduled to reopen on June 20. EV Trail Extension Project: The VVMTA is making steady progress and also awaiting a land transfer from the Aiden Group and the Town of Avon. Once finalized, the team will complete the final section of the trail. The goal remains to open it this summer for public use. The fire station is under contract. Closing is scheduled for July 20. The District has formally notified Eagle County of the lease terminations. All renters have vacated, and Eagle County has completed the building cleanup. E-bike program has launched and bikes are available at the Pavilion park. HPS Community Service Day; EagleVail Community Cleanup Day; and the first day of the chipping program all huge successes. The District is continuing to gather input to guide the Parks Master Plan with next ice cream social on July 24 at West Park. The courts are open for the 2025 season. Individual and couples passes along with daily drop-in fees are available to be purchased online. EVMD has sold nearly 53 court passes to date and have collected just over $17,000 in revenue thus far. June was the start of golf clinics and leagues. Ladies on the Links, Junior First Tee Program, and Junior Par 3 Club are completely full. Barcza asked what EVMD can do about the fast traffic on Eagle Road. Barber responded that he has a good, collaborative relationship with Eagle County and discussing ideas such as mobile digital signage. Other Business The board agreed to match EVPOA’s spend of up to $300 for the July 4 bike parade. Barzca asked for Barber to follow up with Gardner regarding EVMD’s golf architect expert’s recommendation for the 9th tee. Wildfire Mitigation Work & Douglas Fir Beetle Information Print
